Does Allah grant time to every sinner for repentance?

Question: You had a scenario in the episode 'Shall believers go to hell?': "A man murders someone and dies before he finds the time to repent. What will happen to him?" Shouldn't we consider the possibility of such a thing to happen, at first? Does Allah not ordain in Qur'an that, He does not punish people soon and grants time for repentance? If such a scenario could come true, then would the murderer not say: "Oh my Lord, you did not grant me the time to repent!"

Our episode was about the believers, who commit sins and turn to be sinners. The verses you mention are not related to believers, but to those who conceal their belief (kafirun). Below are they:

Allah, the Almighty ordains:

وَالَّذِينَ كَفَرُوا لَهُمْ نَارُ جَهَنَّمَ لَا يُقْضَى عَلَيْهِمْ فَيَمُوتُوا وَلَا يُخَفَّفُ عَنْهُم مِّنْ عَذَابِهَا كَذَلِكَ نَجْزِي كُلَّ كَفُورٍ . وَهُمْ يَصْطَرِخُونَ فِيهَا رَبَّنَا أَخْرِجْنَا نَعْمَلْ صَالِحًا غَيْرَ الَّذِي كُنَّا نَعْمَلُ أَوَلَمْ نُعَمِّرْكُم مَّا يَتَذَكَّرُ فِيهِ مَن تَذَكَّرَ وَجَاءكُمُ النَّذِيرُ فَذُوقُوا فَمَا لِلظَّالِمِينَ مِن نَّصِيرٍ

“Fire of hell will be the share of those who conceal. Neither an order is given for them to die, nor their pain is relieved. This is how we punish every concealer. Therein they cry out: Our Lord, let us out so that we may act righteously, different from what we did before.  (They are told) Did we not grant you an age long enough for a man to use his knowledge if he had wanted to? Besides, there came one to warn you. So have a taste of the torment now! There is no one to help the wrongdoers.” (Al-Fatir / The Originator 35:36-37)
