What is the ruling of hudud law if we live in a secular country?

What is the ruling of hudud law if we live in a secular country? Should we keep applying it?

Hudud punishments are considered a public right. If the public had chosen a secular system of government for themselves, it is assumed that the public renounced their right for the hudud punishments. In these countries, the ones that commit hudud crimes do not have any choice but to repent, reform and start doing good deeds in order to be forgiven.

Allah the Almighty commands:

“(Servants of the Endlessly Beneficent…) Do not call another deity with Allah, do not kill a soul which Allah has forbidden except by right and do not commit adultery. Whoever does these will meet a penalty. The punishment will be multiplied for him on the Day of Rising and he will abide therein humiliated. Except for those who repent, trust (in Allah) and do righteous work. Allah will replace their evil deeds with good. Because Allah always forgives, and grants.” (Al-Furqan / The Criterion 25:68-70)
