Should a person without a house give zakat?

Question: A person doesn’t have a house. He tries to buy one but he hasn’t got the chance yet. He also has some savings as gold. Does he have to give Zekat if his savings exceed the amount of nisab?

One should give 2.5% zakat of his/her savings if it exceeds the amount of nisab after subtracting his debts, even if he saves it for a house or another basic need.
