What is the ruling on giving bribe in non-Muslim countries?

Question: What is the ruling on giving bribe to a traffic police in a non-muslim country? Let’s assume that I am stopped by a traffic officer due to lack of a document or violation of a traffic rule. What would be the verdict of giving bribe considering that I can save myself by paying a small amount of bribe rather than paying a higher amount of fine which in turn has the potential of becoming a source of finance to the vanguards of tagut?

A person entering a country with a visa automatically agrees to obey the rules of the country against which the host assumes certain responsibilities towards this person. It is an improper behaviour for a Muslim to violate traffic rules which intimately concerns the individual as well as the society. The excuse of not being a source of finance to the vanguards of tagut can not be accepted when it comes to the payment of fines. You must obey the rules. If you violate them, you must pay the fines.
